Utility Billing Department – Summer Updates & New Features
With summer quickly approaching, the City of Angleton’s Utility Billing Department would like to share a few important updates and remind residents of helpful tools available to manage water usage and account activity.

Smart Meter Portal
Residents can now monitor their water usage with smart meter technology. The Water Usage Portal allows you to view your usage monthly, daily, or even hourly.

π΄ Vacation & Temporary Account Holds
Going out of town for more than 7 days or not using your sprinkler system this season? You can request to place your account on temporary hold.
Submit the form online to stop billing from the hold start date
When you're ready to resume service, use the same form to reactivate your account

π¦ Pool Fills & Leak Support
If you are refilling or adding a pool (2,000+ gallons), you may qualify for a one-time annual sewer adjustment. (Note: hot tubs are not eligible.)
If you experience a leak, we offer payment arrangements upon proof of repair.

π’ Important Billing Changes – Effective November 2025 Billing Cycle
π° Sewer & Water Base Rate Increase
There was a Water rate increase of 5% and Sewer rate increase of 30%. Base rate bill (2,000 gallon) for water, sewer, garbage & tax on garbage is $92.36.
β οΈ Disconnect & Reconnect Fees
Disconnect Fee (Non-Payment): Increasing from $25 to $30
Reconnect Fee: Fee of $25
To restore service after disconnection, you must pay:
The full past-due balance
The $30 disconnect fee
The $25 reconnect fee
Once payment is made, please call the Utility Billing Department to confirm your payment and be placed on the reconnection list.
β οΈ If payment is not confirmed by 4:00 PM, reconnection may occur the next business day.
π« Promise-to-Pay Policy Update
Beginning December 2025,
What Are “Promise to Pays”?
A Promise to Pay (PTP) is a payment extension that allows a customer a little extra time to pay a past-due bill after the cutoff date.
In this policy:
- Customers receive 3 Promise to Pays per year (December to December).
- A Promise to Pay gives the customer an extra 7 business days to make their payment after the 5th, when the bill is already past due.
- The customer will still be charged the $30 cutoff fee.
- Payment must be made within the 7-day extension.
- If payment is not made within those 7 business days, the service will be terminated and a $25 reconnect fee will be added.
- Customers may use their 3 PTPs at any time during the year with notification to the water department so account can noted.

The Utility Billing Department handles the metering and billing of water, trash, and sewer services within the City of Angleton.
The City of Angleton is making it easier for you to access up-to-date account information. New smart meters ensure accurate meter reads and will bring consistency to your utility bill. There are currently two portals to manage your water account, one for online payments and one for usage analytics, giving you insight into your water usage.
Water and sewer rates were increased and approved at the September 9, 2025, City Council meeting. To review the new rates, please click here.
Office hours are Monday through Friday from 8:00 AM to 5:00 PM.
